Plugins are effects within pro tools. Anything from EQ,Compression,Phasing etc. Most plugins are added as inserts in the mix window. Inserts are for dynamic frequency and signal processing and sends are used for time modulated based effects. A send can often be used on vocals such as adding delay. Inserts as stated use effects to manipulate the frequency of audio.
